Primary 1 registration 2023: 27 schools oversubscribed in Phase 2A
In the recent Phase 2A of the Primary 1 registration exercise in Singapore, 27 primary schools were found to be oversubscribed, according to data from the Ministry of Education (MOE). This phase took place from July 12 to July 14, and it received over 8,000 applications for approximately 15,880 available spots. This year’s number of oversubscribed schools in Phase 2A decreased compared to the previous year, which had 33 oversubscribed schools.
Among the most oversubscribed primary schools in Phase 2A this year, Gongshang Primary School in Tampines topped the list with 163 applications for 46 available places. Following closely was Princess Elizabeth Primary School in Bukit Batok, which received 89 applications for 53 places, and Rosyth School, which had 120 applicants for 75 spots. Other oversubscribed schools included Naval Base Primary School and Pei Hwa Presbyterian Primary School.
In situations where the number of applicants exceeds the available vacancies, a balloting process is conducted, spanning from Phase 2A to Phase 2C supplementary. Priority for admission is determined by the distance between the applicant’s residence and the school, along with citizenship status.

Since the previous year, Phase 2A(1) and Phase 2A(2) have been merged into a single Phase 2A. This phase caters to children with parents or siblings who are former students of the primary school, as well as those with parents who are staff members, alumni, or members of the school advisory/management committee. Children who attended a MOE kindergarten located within the primary school’s purview can also apply under Phase 2A.
Changes have been made to the Primary 1 registration exercise, including reserved places of 20 and 40 for Phase 2B and Phase 2C, respectively. Previously, 20 places were reserved for each phase. Registration for Phase 2B is scheduled to occur from July 24 at 9am to July 25 at 4.30pm. This phase is designed for children whose parents are volunteers at the school, endorsed by affiliated churches or clans, or recognized as active community leaders.
